When the Sacred Palace has no master and the Keizin is no longer deep in slumber, there comes a time when the gates open and mortals who have proven themselves are allowed to enter. This is merely to see if they are fit to become Emperor or Empress of Vecindar. They stand before the Keizin and his eyes pierce into their very existence and Vecin gives him a sign as to whether or not the person is worthy of the throne.
Of course, the Keizin makes good and bad choices, but it is all the will of Vecin. The Keizin is sworn to obey their ruler without fail, even in the most absurd circumstances. And when their master is no longer fit to rule, they are given a chance to redeem themselves or perish. And the Keizin is thrown into a deep slumber, sometimes for many years. However when the ruler is good, they are granted immortality and eternal youth for as long as they are befitting of such a gift. The longest rule in Vecindar history is 349 years, Emperor Jesur. He finally lost the throne not from being a bad emperor, but he stepped down. Though reasons cloud as to why, only the Keizin knows, and after that, he did not select a ruler for more than fifty years.
A ruler is needed. When one sits upon the throne, the land is fertile and rich, sickness seems to vanish and the people are happy. The opposite occurs when the throne is empty. And it is the ruler's duty to reign over all the kingdoms and coordinate a strong peace between them for the sake of the people.
So is Vecin's wishes.

They are referred to as the Emperor or Empress of Vecindar. If they are a good ruler and are granted immortality, they are then called a Holy Emperor or Empress.
Anyone can become ruler of Vecindar, the Keizin selects someone when the time is right. Should they do badly at ruling, they die.
