As a ruler you have it within your power to decide whether or not you want to attack someone, if you are at war with them. You can attack if you're not at war with them but that may or may not have large consequences! Here's how it works, its very simple! Let's say you're the ruler of Kei and you want to attack Malik! Just remember you should be in character.
Subject: Kei > Malik
Message: As the High King of Kei, I find it unforgivable that Malik has taken parts of our kingdom! And therefore I wish to take back what is rightfully mine!
Fairly straightforward. You don't have to be so formal, it depends on your character after all. But now, if you are Malik, you can put up an argument as to if you want Kei to attack you or not. Example:
Message: You're a fool for thinking you can attack us! Give it your best shot, we'll only laugh at your failure!
or
Message: We ask that you do not attack as we are in the consideration of negotiating to return your lands.
Kei can respond, Malik can then respond, etc etc. Its a small debate that doesn't have to be very long or detailed. Its politics. The Holy Ruler can also step in for their opinion. (Also, you can also RP it out, not only here but in the RP area!)
